Regional Capitals are key points in order to obtain various bonuses. You have to defend them as best as possible to control Special Buildings in the same Region.
Capital levels will depend on the region they are in. The closer you get to the center, the higher the level.
You can not upgrade capitals.
The Alliance leader appoints governors, who must be at least of the rank of a Task Master and above.
